Given that, I'd recommend you set up rules early and try to stick to them so you can at least count on similar kit across equivalents to give you broad balance. Interesting concept, though from working with XMLs myself my brain is already hurting at imagining the amount of time it's going to take to make each unit in a faction distinct even using tools like Troop Designer or XML Export, let alone troubleshooting for balance. Just for my own clarity - Swadi Peasants (for example) can go into either a Serf Levy or a Freeman, but in normal recruitment you get either the Serf Levy or the Freeman via something like ATC sort of like how I do it in De Re Militari?
